Customer Service Department is located at Richmond City Hall at 402 Morton
Street. Their telephone number is 281.342.5456 and office hours are 8:00 a.m. to
5:00 p.m., Monday through Friday. Marika Fernandez is the Customer Service
Supervisor. There is an after hours drop box for anyone needing to drop off a
payment after 5:00 p.m. This department takes care of the following:
■ Setting up new accounts
■ Payment of monthly water, sewer, garbage bill
■ Questions regarding meter issues - Please note: From the meter to the home is
the homeowner’s responsibility for repairs, etc. From the meter to the main is
the city’s responsibility.
Permits Department is located with the Fire Department offices at 112 Jackson.
Their telephone number is 281.232.6871. Permits must be obtained prior to any
new or remodel construction, driveway installation or any other type of work
being started. Reservations for George Park are managed through the Permits
Department.
Public Works Department is located in the City Hall Annex at 600 Morton Street.
Solid Waste, Water, Wastewater, Parks and Street issues are handled at this
location. The telephone number to call is 281.342.0559. Please note that the
city does not locate water and sewer taps. That is the responsibility of the
homeowner. Any signs of water leaks in the street need to be reported
immediately to this department. If you are experiencing a sewer problem, please
call and make a request for wastewater personnel to check out the problem and
determine if it is on the city side or customer side.

After hours calls regarding residential or commercial problems should be made to
the Police Department at 281.342.2849. The dispatcher will make contact with the
on-call person and your problem will be checked out.
Municipal Court is located in the City Hall Annex at 600 Morton Street. Their
telephone number is 281.342.0578. Office hours are 8:00 a.m. to 4:30 p.m.,
Monday through Friday. There is an after hours drop box for anyone needing to
drop off a payment after 4:30 p.m.
